After GW:P, you have a lot of lvl 20 characters who want to get into the new content right away, so having a large amount of it aimed at lower levels would be problematic. A high level Cantha character who goes to Tyria can't get to any missions prior to LA, and can't even SEE Pre-Searing. I would expect all future chapters to follow the Cantha model: small separate training area, then all level 20 content.
